Dear Governor Cuomo,
I am a NYS licensed home inspector and also President of the Southern Tier Association of Home Inspectors (STAHI) that serves our member inspectors from ten counties of our state.  We are committed to improving home inspection services to the public through continuing educational programs and discussing current trade topics and sharing our experiences at our regular meetings.  We are all about excellence in professional home inspection in New York.  That is why I am writing to you on behalf of STAHI and myself to ask you to approve S4122/A6149, which replaces the inadequate New York Department of State written home inspector exam with the National Home Inspector Exam used by over 30 other states.

We believe that New York State’s use of the National Home Inspector Exam will better promote high standards and better prepare new inspectors to meet the challenges of the profession, protecting home buyers who rely on our knowledge and judgement in their decisions regarding one of the top five major purchases of their lives.   These consumers expect and deserve the State’s protection and our profession’s best.

The use of the National Exam will also raise the recognition and acceptance of New York State Licensed Home Inspector credentials, with one other benefit of this being reciprocity for licensing in other states.

We fully endorse this bill and urge you to sign it.

2012 IRC: R408.4 Access. Access shall be provided to all under-floor spaces. Access openings through the floor shall be a minimum of 18 inches by 24 inches…)

Openings through a perimeter wall shall be not less than 16 inches by 24 inches…When any portion of the through-wall access is below grade, an areaway not less than 16 inches by 24 inches…shall be provided.

Larry Ames – President, sent out an invitation to inspectors in training at Dave Jones’s Upstate Training school, to invite them to our meetings, to let them know who we are as STAHI organization, what we do and what we stand for . So please be ready to introduce yourselves and welcome the future inspectors at our next meeting in March. Hopefully they will choose to become full STAHI members once they get licensed.

Basement and Crawl Space Foundations (1.5 hrs)

This course examines common problems with foundations, including leaks and structural failure, as well as common solutions.

Oil-fired Heating Systems Inspections (1.5 hrs)
by John Levey
How to inspect oil-fired heating equipment, including hydronic / steam / warm air systems, water heaters, and oil tanks. Typical defects and report writing techniques will be covered.

Fire Inspections (1 hr)
by Jim Surless
Fire can devastate a home. This course covers what home inspectors can do to highlight fire safety concerns during inspections.

Mold, Lead paint, and Asbestos (1.5 hrs)

Although many of us disclaim these items, this course will offer consideration about what every home inspector should know when it comes to these environmental concerns — what they are, where they’re found, and how to discuss them.

Home Inspection Process and Procedures (1.5 hrs)
